A constant value for a random parameter.
When dealing with parametric problems, some parameters are supposed random. If one of them is known, it must be modelled by this class.

Create a new dictionary with keys from iterable and values set to value.
Return the value for key if key is in the dictionary, else default.
Load a distribution from its dict representation.
If key is not found, d is returned if given, otherwise KeyError is raised
